Good news! After days of carefully searching and testing, the "smoking gun" has finally been located. The low voltage was, as predicted, caused by a short. What kept us from finding it sooner was that it was enclosed in conduit, making it difficult to see. The wires should be replaced by tomorrow, and then we'll be on our way. We're happy campers again....
